New Department for Education statistics show the number of children and young people with an Education, Health and Care Plan (EHCP) in England is at an all-time high, with around 638,000 plans now in place. Demand is outstripping local authority capacity, and tribunal numbers are climbing.
## What the figures say
The latest DfE statistical release on "Education, Health and Care Plans in England" shows another year-on-year rise. Around 638,000 children and young people now have an EHCP — roughly an 11% increase on the previous year. The number of new EHCPs issued in the calendar year was the highest on record, and the percentage of new plans issued within the 20-week statutory timescale fell again in many local authorities.
## Why it matters for parents
- Long waits for assessment and finalisation are common in many areas.
- Annual review backlogs are growing, so parents may need to chase reviews in writing.
- SEND Tribunal cases continue to rise, and the overwhelming majority (around 98%) are still decided in the family's favour where they reach a hearing.
